المنظمات الأمازيغية الدولية تدين تدهور وضع حقوق الإنسان بالريف

نحن الموقعون أسفله، المنظمات الأمازيغية الدولية والإقليمية غير الحكومية، نكاتبكم اليوم لنبادلكم مخاوفنا الجدية بخصوص تدهور وضع حقوق الإنسان في الريف، الواقع شمال المغرب حيث تعيش ساكنة أغلبها من الأمازيغ، والتي تعرضت عبر تاريخ طويل للتهميش والإهمال والقمع الوحشي.

لقد تصاعدت وثيرة الاعتقالات في حق المناضلين الحقوقيين ونشطاء المجتمع المدني والصحافيين وشخصيات من المعارضة الامازيغية منذ نهاية اكتوبر 2016، تاريخ اندلاع مظاهرات احتجاجية سلمية عقب مقتل بائع السمك الشاب "محسن فكري"، الذي تم طحنه بواسطة شاحنة للنفايات عندما كان بصدد استرداد الاسماك التي صادرتها منه مصالح الامن وألقت بها في الشاحنة.

 وارتكزت هذه الاحتجاجات في البداية بمدينة الحسيمة وضواحيها، قبل ان تمتد لتشمل  مدن أخرى في الريف، مدعومة بتظاهرات نظمت من طرف تنسيقيات ومجموعات أمازيغية في العديد من المدن والقرى المغربية، وكذا من طرف الدياسبورا الامازيغية بالخارج.

ولم تبذل الحكومة  المغربية أي مجهود للإصغاء للمطالب المشروعة لمواطني الحسيمة، بل على العكس من ذلك أطلقت العنان لحملة من الاعتقالات في صفوف المحتجين. حيث تم إرسال قوات الامن إلى منطقة الريف قصد اِجْتِثَاث التظاهرات السلمية وتم إلقاء القبض على أكثر من مائة مناضل من زعماء الحراك وزُجّ بهم في السجن في خرق سافر لحقوق الانسان بالريف. لقد توصلنا بنداء استغاثة من لجنة الحراك الامازيغي بالحسيمة تطالبنا بدعم شباب الريف في نضالهم السلمي حتى يصل صوتهم إلى السلطات لتلبية مطالبهم المشروعة المرتبطة أساسا بتحسين معيشهم اليومي ووضعهم الاجتماعي والاقتصادي وكذا لفت انتباه الرأي العام الدولي حول ما تتعرض له المنطقة من انتهاكات لحقوق الانسان من طرف الحكومة المغربية.

لقد تذرعت السلطات المغربية لاعتقال الشباب المتزعم للحراك بكون حركتهم، رغم سلميتها، تشكل تهديدا للأمن ومسا بالسلامة الداخلية للدولة وهو ما يستدعي رد فعل انتقامي قوي. إن الأمر يتعلق بمهزلة حقيرة على ارض الواقع، علما بان ساكنة المنطقة عانت منذ سنين طويلة من تهميش مقصود لا يزال مستمرا إلى يومنا هذا..

وكرد فعل على حراك الريف السلمي، أقدمت السلطات المغربية على اعتقال 130 ناشطا امازيغيا نورد أسماءهم بعضهم كالآتي:

وعلاوة على ذلك، فإن أفراد عائلات المناضلين تتعرض للمضايقة بشكل يومي من طرف قوات الامن.

ووفقا لالتزاماتنا تجاه المجلس الأوروبي ومنظمة الأمن والتعاون الأوروبي، ومفوضية الأمم المتحدة السامية لحقوق الإنسان وباقي التزاماتنا الدولية الأخرى، فإننا نطالب الحكومة المغربية بضرورة اتخاذ الإجراءات التالية:

*اطلاق سراح جميع المعتقلين الامازيغ بالريف وكل الموقوفين على خلفية قيامهم بالتظاهر السلمي وتمتيعهم بكامل حقوقهم السياسية.

*وقف المضايقات والترهيب ضد أفراد أسر متزعمي ونشطاء الحراك في الريف وكافة المدافعين  عن حقوق الانسان في المغرب.

*احترام حقوق الصحافيين للقيام بعملهم دون أية عوائق وتمكين الصحافيين المحليين والأجانب من استئناف مهامهم  دون خوف من أي تضييق أو استهداف وانتقام من طرف الدولة.

ولأجل دعم الحراك بالريف، فإننا قررنا إطلاق حملة دولية قصد نشر هذا الإعلان على أمل القيام بحملة دعائية عالمية قصد حمل النظام المغربي على تغيير طريقة تعامله مع المواطنين الامازيغ والسكان الاصليين، في الريف وفي باقي المناطق القروية بالمغرب(سوسو، وجبال الاطلس..إلخ)، وتمتيعهم بنفس الحقوق الاجتماعية والاقتصادية والبشرية كباقي المواطنين الآخرين المنحدرين من الجهات الاخرى..

يجب رفع العسكرة على منطقة الريف، ووضع حد فوري لاستعمال العنف من طرف القوات العمومية ضد المتظاهرين السلميين.

نأمل من كل قلوبنا، أن ينجح المغرب كدولة ديمقراطية مندمجة بشكل كامل في المجتمع الدولي. إننا ندعم كل الجهود الرامية إلى حل سلمي لما يقع من احتجاجات في الريف، إلا ان هذا لن يتحقق طالما أن البلد مستمر في السير عل نفس النهج السلطوي والاستبدادي الذي هو عليه اليوم.

لا يمكن للمغرب ان يحظى باحترام من طرف المجتمع الدولي ويكون في نفس الوقت بلدا مستبدا وقمعيا. يجب عليه ان يختار، ونحن نحثه على اختيار الديمقراطية واحترام حقوق الانسان، وهو خيار سيكون في صالح الشعب المغربي والسلم الدولي.

Nous sommes gravement préoccupés par la répression continue dans la région du Rif dans le nord du Maroc

Excellences,

Nous, les organisations internationales, régionales et non-gouvernementales amazighes (ONG) soussignées, écrivons aujourd’hui pour partager nos sérieuses inquiétudes concernant la détérioration de la situation des droits de l'homme dans le Rif, située dans la partie nord du Maroc où vit principalement une population amazighe, qui a connu une longue histoire de marginalisation, de négligence et de répression brutale.

Des arrestations et des détentions de militants des droits de l'homme, de civils, de journalistes et de personnalités de l'opposition amazighe se sont multipliées depuis la fin octobre 2016 lors de manifestations pacifiques qui ont eu lieu en réaction à la mort d'un jeune poissonnier Mouhcine Fikri. Pour rappel celui-ci a été écrasé dans un compacteur d’ordures en essayant de récupérer du poisson que la police lui avait confisqué et jeté dans la benne d’un camion d’ordures.

Ces protestations se sont intensifiées, initialement autour de la ville d'Alhoceima, et se sont répandues dans d'autres villes du Rif, et ont été aussi soutenu par des rassemblements d'autres groupes amazighs dans maintes villes et localités du Maroc, ainsi qu'à l'étranger parmi la diaspora amazighe.

Le gouvernement du Maroc n'a pas fait l’effort d’écouter les doléances légitimes des citoyens de cette localité, au contraire il a donné libre cours à la répression féroce. Ainsi des forces de sécurité ont été envoyés dans la région du Rif pour endiguer les manifestations pacifiques et plus de 100 militants de premier plan ont été arrêté et emprisonné dans un mépris flagrant des droits de l'homme du Rif. Un appel à l'aide nous est parvenu de la jeune direction du mouvement amazigh Hirak, demandant expressément soutien dans leur lutte pacifique pour être entendus par les autorités afin de satisfaire leurs revendications légitimes d'amélioration de leur vie sociale et économique et pour attirer l'attention internationale sur le mépris de leurs droits humains de la part du gouvernement marocain.

Les autorités marocaines ont justifié l'arrestation des jeunes dirigeants du Hirak par le prétexte que leur l'action, bien que pacifique, constitue une menace à l’intégrité et le bien-être de la nation, ce qui rend nécessaire une rétorsion énergique. Ceci est une parodie abjecte de la situation telle qu'elle est sur le terrain sachant pertinemment que la population a souffert énormément depuis belle lurette d’une exclusion voulue et cela continue aujourd’hui.

En réponse, le gouvernement marocain a procédé à l’arrestation de 130 activistes amazighs dont les noms sont comme suit :

 De plus, les membres des familles des militants sont harassés par les forces de sécurité quotidiennement.

Ainsi pour éviter des sanctions et conformément à ses engagements envers le Conseil de l’Europe, l’Organisation pour la Sécurité et la Coopération en Europe, la Déclaration des Nations Unies sur les droits de l’homme et d’autres engagements internationaux, nous demandons au gouvernement du Maroc de procéder impérativement comme suit :

• Libération de tous les détenus amazighs du Rif et ceux emprisonnés pour avoir pratiqué leur protestation non-violente  et leur accorder réhabilitation politique complète ;

 • Cesser le harcèlement et l'intimidation des membres des familles

des leaders et des militants du mouvement Hirak du Rif et des défenseurs des

droits de l'homme au Maroc ;

• Respecter les droits des journalistes à faire leur travail sans entraves ; et

• Permettre aux journalistes locaux et étrangers de reprendre leurs opérations sans crainte de harcèlement et de raids de l'État.

Pour soutenir la lutte du Hirak du Rif, nous avons décidé, par conséquence, à lancer une campagne internationale pour la publication de cette déclaration dans l'espoir d’entreprendre une campagne de projection internationale qui apporterait des changements dans la façon dont le Maroc traite ses citoyens amazighs et autochtones, dans le Rif et dans d'autres régions rurales du Maroc (Souss, montagnes de l'Atlas, etc.), et leur accorder les mêmes droits sociaux, économiques et humains que ceux d'autres citoyens issus d’autres régions.

La militarisation de la région du Rif doit s’arrêter et l'utilisation de la violence par les forces gouvernementales contre les manifestants pacifiques doit cesser inopinément.

Nous espérons, de tout cœur, que le Maroc réussisse en tant qu'état démocratique pleinement intégré à la communauté internationale. Nous soutenons les efforts visant à résoudre pacifiquement les protestations de Rif en cours, mais rien de tout cela n'est possible aussi longtemps que ce pays continue à progresser sur le chemin autoritaire qu'il occupe actuellement.

Le gouvernement du Maroc ne peut pas être à la fois un membre respecté de la communauté internationale et une autocratie répressive. Il doit choisir. Nous l'exhortons à choisir la démocratie et le respect des droits de l'homme, un choix qui est dans le meilleur intérêt du peuple marocain et de la paix internationale.

Re: Gravely concerned over the continuous repression in the Rif region in northern Morocco. 

Your Excellencies,

We, the undersigned international, regional, and non-governmental organizations (NGOs), write to share our serious concerns about the deteriorating human rights situation in Rif, a region of Morocco located in the North part of the country lived by an Amazigh-Berber- population, known for experiencing a long history of marginalization, neglect, and brutal repression.

Arrests and detentions of human rights activists, civilians, journalist and opposition figures have multiplied since late October 2016 when peaceful protests began, as a reaction to the death of a young fish vendor, Mouhcine Fikri, who was crushed to death in a garbage compactor while attempting to retrieve fish that the police had confiscated and thrown away.

These protests have increased in size and number, initially around Al Hoceima city, and spreading to other towns of the Rif, supported by gatherings of other Amazigh population in other parts and major cities of Morocco, as well as abroad in the Amazigh Diaspora.

The response of the government of Morocco has not been an effort to listen to the legitimate griefs of its citizens, but a repressive one: troops have been sent to the Rif area to squelch the movement, and the arrests of over 100 leading activists have aggravated the situation. In these events, the flagrant disregard of the Rif people’s human rights has become quite manifest. A cry for help has come out of the young leadership of the Amazigh movement, calling out for support in their struggle to be heard in their legitimate demands for improvement in their social and economic lives, and to bring international attention to the disregard of their human rights by the Moroccan government.

The Moroccan authorities have justified the arrests of its young leaders on the pretext that their call for action and cries for justice are a threat to the welfare of the nation, thus rendering any forceful retaliation necessary. This is a travesty of the situation as it exists for a population which has suffered immensely in the remote and recent pasts.

There are nearly 130 Amazigh detainees in Morocco. The most prominent cases include:

In addition, family members of activists are being targeted.

To avoid imposition of such sanctions, and consistent with its commitments as a member of the Council of Europe, the Organization for Security and Cooperation in Europe, the UN Declaration of Human Rights, and other international agreements and covenants, we demand the government of Morocco needs to undertake the following steps:

·         Release of all Amazigh-Rif detainees and those imprisoned for practicing their non-violent protest and grant them full political rehabilitation.

·         Cease harassment and intimidation of family members of the Rif movement leaders and human rights defenders in Morocco.

·         Respect the rights of journalists to do their job unhindered.

·         Permit both local and foreign broadcasters to resume operations without fear of state harassment and raids.

To support the struggle of the Rif people, we have decided to lunch a worldwide campaign to issue this statement in the hope to create an international concern which will bring change in the way Morocco treats its autochthonous Amazigh citizens, in the Rif and other rural areas of Morocco (Souss, Atlas mountains), granting them the same social, economic and human rights as those of other citizens. The militarization of the Rif region must stop, and the use of violence by governmental forces against peaceful demonstrators needs to cease.

We hope that Morocco will succeed as a democratic state fully integrated into the international community. We support efforts to resolve peacefully the ongoing Rif Protests. But none of this is possible as long as Morocco continues down the authoritarian path it is currently on.

The government of Morocco cannot be both a respected member of the international community and a repressive, kleptocratic autocracy. It must choose. We urge it to choose democracy and respect for human rights, a course that is in the best interests of the people of Morocco and in the cause of international peace.
